Here we see a God that punishes iniquity, yet would not turn away from His special possession  forever, the King of Babylon was the servant God would use to hold captive of his rebellious people the Israelites; they would suffer famine, hard labour and Diseases at the hands of their oppressors(King Nebuchadnezzar of Babylon), when the Appointment Time was over God would bring back the captives and restore Israel's lost Glory while He would punish babylon perpetually/endlessly for enslaving God's people.
